The UK Government has today unveiled its long‑awaited Warm Homes Plan, described as the biggest home upgrade programme in British history. The strategy sets out a national push to cut energy bills, tackle fuel poverty, and accelerate the delivery of energy‑efficient, low‑carbon heating across millions of homes.
For social housing providers, heat network operators, and local authorities, this marks a significant moment.
The announcement offers welcome clarity for the sector — and a substantial funding boost.
At Chirpy Heat, we have already supported clients to secure more than £3.5 million in Government funding to improve the performance and compliance of their heat networks. With new regulations coming into force next week, this support will be even more essential for organisations working to improve efficiency, reduce carbon emissions, and protect residents from rising energy costs.
The Warm Homes Plan creates a real opportunity to unlock further benefits, supporting the delivery of more reliable, cost‑effective heat networks that improve outcomes for both providers and residents.
Backed by £15 billion of public investment, the Warm Homes Plan aims to upgrade millions of homes through improvements such as:

A key component of the strategy is the Warm Homes: Social Housing Fund, designed specifically to help social landlords improve the energy performance of their homes and transition to low‑carbon heat.
This funding will support landlords to:
For many providers, this may be the most significant opportunity in years to transform the sustainability and reliability of their housing portfolio.
The landscape is moving quickly — and with new regulations arriving imminently, it’s essential for housing providers and heat network operators to prepare and act early.
